Why development strategy became a board-level question

The pandemic sharply increased demand for technology that improves efficiency, control and growth, and the industry has been moving at its fastest pace since to meet it. Keeping up with how customer needs and habits change now requires a delivery process capable of absorbing change rather than resisting it.

That is the practical case for combining Agile and DevOps: not methodology preference, but the ability to change direction without a re-planning exercise.

What each one contributes

They solve adjacent halves of the same problem.

Agile governs what gets built and in what order — short iterations, frequent reprioritisation, and working software as the measure of progress.

DevOps governs how it reaches production — automated build, test and deployment, with development and operations sharing responsibility for what runs.

Agile without DevOps produces teams that can decide quickly and then wait weeks to release. DevOps without Agile produces excellent delivery of work that was prioritised months ago. Neither half is much use alone.

The combination becomes real at the sprint boundary. Work is planned in sprints, but "done" means deployed and working rather than merged and awaiting release. That single definition change is what forces the automation to exist, because a manual release process cannot keep up with a fortnightly cadence.

Velocity then becomes a genuine planning tool rather than an internal measurement, because completed work is work that reached users.

Global teams and the time-zone crossover

Distributed working has stopped being a compromise. Handled well, a spread of time zones means work continues while one part of the team sleeps: a build picked up, a review completed, an environment ready before the next day starts.

Handled badly, it means a day lost to every question that has to be asked and answered across a gap. What separates the two is nearly always the quality of the written record — decisions, context and status captured where the next person can find them, rather than held in a conversation somebody missed.

What it takes

The prerequisites are unglamorous: automated testing you actually trust, deployment that runs without a person, a clear definition of done, and product ownership close enough to the team to make decisions at sprint pace.
